Ripoff got money from my bank account

My husband got this phone call one evening at his office. They promised the grants of 5000$ and they were supposed to send us some documents to fill in. They wanted us to give our bank routing number. We did and fell for the offer. But no paperwork ever came nor did any money so one day i called them at their toll free number 1 877 408 1400. I asked them that we r not inbterested since we'll be leaving the country soon. They assured me that they'll cancel and return my money. I used to call them every week to keep a tab. But I called yesterday and the number is no longer in service now. Please help me since 200$ is big amount for me. Does any body know how to sue them or their another phone number.
