Ripoff not honoring contracts or written committments

The sidewalk in our new home development (The Village at Eagle Preserve) is detatched from the curb. Our homes are supposed to be fully landscaped in front. At first Maracay said the area between the sidewalk and street was the responsibility of the association. Later the aggreed it was their responsibility. Now they are saying it is the individual home owners responsibility. No time during the sales process was it stated that area was not included.
