Rebate check was $2 instead of the promised $24 rebate

Submitted rebate form and all documents to get $24.00 rebate for 12 bottles of wine. Check was only for $2.00. When I emailed to get the balance, they claimed the rebate was over and could not find records, so I was out of luck. This is the second time a rebate came back with insufficient funds. How can we stop this from happening and how can I get my balance due?
