Half of a $155 plant order never budded after planting

I ordered 65 plants and some starter fertilizer. The plants came in one huge ball with tiny labeling. It took over an hour to separate the plants into groups without breaking twigs. During the organizing of the cluster I noticed a lot of them felt and looked like the fallen sticks in my yard. I still planted everything, hoping they would still bud as soon as it got warmer. No such luck. All of the Bridal Wreath Spirea, all of the Scarlet Red Maple, and all but 1 of the Purple Leaf Plum never budded. I called to replace them, hoping they would be as easy to work with as Arbor Day. No luck with that either. They wanted the original shipping label, receipt, and a letter sent via USPS. I did not bother. I should have listened to my gut and other reviews.
