Collection Notice for Bill That Was Supposed to Be Waived

I received a collection notice from Sprint today. About a $90 bill that was supposed to have been waived 4 months ago. I was never informed of this bill and now have a collection agency contacting. After a terrible unsuccessful call to Sprint they are telling me that I have to send my old phone which I paid $250.00 for just to receive a $90 credit. All this after 10 years of service with Sprint. It baffles me how poor their customer service is.
