Triple charge for same problem

I have '96 Honda Accord. It has problem with air condition (when I turn on AC in order to make its interior cool, It is hot instead of cool). At the first time, they charge me more than $200, and this problem come again in 1 week later. When i came back to re-check, they said that, this problem will be solved if I paid more than $400. I asked them, what the heck with the first charge was. They said that it is the fee for detection. And i agree with the solution that they suggest (they will replace the suction pipe). However, this problem come back again in 3 days later. I bring my car to this station again, and they said that I have to pay more than $400 for this repair. (wtf)
