Not knowing the $199 paid is just for the service charge. I supposed this is a U.S. Government service network. It should be free service charge and the $199 is a part of the application fee. I found I was being cheated until I was instructed to prepare a payment of $680 for the Form N-400 and fingerprint. The system set is to made payment before going to start. I really confusing me. It needs to money back.
