CLK Bank and PC Optimize

I purchased PC Optimizer online, couldn't get it to work, checked the Internet and saw it was a scam that's been around for at least a year. C/Net claimed it was really good. I was totally ripped off, my bank suggests I destroy my card and apply for another, doesn't look like they're going to help get my money back. How do these scams keep going month after month when complaints have been filed?
