Daily calls from fake tech support, even late at night

We have been phoned just about every day by someone that says they are with Microsoft and that we have reported a problem on our laptop. We have not done this nor given out our phone number to them. We have told them not to call us as we are on the "do not call list" they have just hung up. Today, we asked for their manager and they just hung up. My brother (Personal Information Removed) has experienced the same problem with calls coming as late as 10:30PM and multiple calls in an evening. My brother has terminal pancreatic cancer and doesn't deserve to be harassed in his dying months. The phone ID always comes up as "Private", so we cannot pass along a number.
