$5404.00 Gold Coin Purchase Lost, Buyer Protection Refused

I sent $5404.00 for 3 gold coins through PayPal. They were sent but were immediately recalled by the sender when they got to my post office. After a lengthy delay, I realized that the sender would neither send me the coins nor the money back.

I complained to PayPal, but because I was past their arbitrary 45-day limit for their "buyer protection plan," they refused to help. The sender has since left the country, leaving my money in his PayPal account. I don't know where he moved to, but he said he can't get into his PayPal account. PayPal said my money is indeed in his account, but they refuse to help.
