Harassing Phone Calls - CBE Group

My 16 year old daughter has been receiving at least three calls a day on her cell phone. She has never had any bills, so there is no reason for them to be calling her. She complained to me and I tried answering, just to get a recording and no one to talk to, so how can I get them to stop harassing her? I'm about at the point of having her number changed, although I really would prefer not to.
