Harassing calls

My 16 year old daughter has been receiving at least 3 calls a day and when we answer all we get is a recording saying to "please hold". She has never had any bills, so I don't see any reason for you to be calling her. How can I get the phone calls to stop? I really don't want to have to change her phone number.
