Born 5/19/1946, ripoff is an Unlicensed Contractor Who Defrauded Me Of Over $12,000

William Cecil Grace, an extremely vicious individual, has been representing himself as a license and bonded contractor for the state of Arizona. When he approached me in the summer of he not only was my neighbor, but informed me he was the licensed and bonded contractor who built all the homes in the area. He said he understood, from another neighbor, I was in the market for someone to build a storage shed/workshop. I told him what I wanted and I said I needed this to be built by the book and with all the proper permits. Several days later he gave me a written bid which looked acceptable. I asked him for his Arizona Registrar Of Contractors license which he showed me in a laminated case that I believe said William Grace Construction, or something along those lines. I called the Registrar and they confirmed that a William Grace was licensed and in good standing.

William Cecil Grace took advantage of me since I was extremely ill at that time and proceeded to steal over $12,000 in cash from me, in the way of illegally being paid as a licensed contractor when he knew very well he was not! When I began to question his building skills and kept asking him about the permits, I was informed from a former worker that in fact, he was NOT licensed. He had cleverly used another "William Grace" name who was a legally licensed contractor.

By the time I threw him off the job it was much too late! He had not only stole that $12,000 plus for the shoddy construction with no permits, he also stole and/or attempted to steal several vehicles from me by using his legal status as a Notary Public / Officer of the Court.in this state of Arizona, its quite difficult to have varmints like Grace proscecuted. The laws here are quite soft for defrauding innocent people like myself.

However, I DID file a complaint with the Arizona Registrar Of Contractors and they DID open up a case against him and forwarded it to the County Attorney here for review and possible proscecution. After almost 9 months of waiting for them to "review" this case, William Cecil Grace is finally being charged with "Contracting Without A License" and is scheduled for arraignment on December 1 in the North Valley Justice Court.

I also filed a complaint against William Cecil Grace as to his position as a licensed & bonded Notary Public for the State Of Arizona with the Secretary Of States office. After me presenting evidence, his Notary status was revoked.

In retaliation of my complaints against William Cecil Grace, he placed several liens & lis pendens on my properties. His outrageous claim was I never finished paying him to complete the work. (see Superior Court # CV004081) I was forced to retain an attorney to remove these false and fictious liens which were only filed to retaliate for my complaints.

After several months of going to Court, and paying over $5,000 in attorney's fee's, all the liens were removed and I was awarded over $15,000 in damages, costs, and attorney's fee's. I later learned that William Cecil Grace is "judgment proof", which means when he rips off his victims like myself, he cashes the checks at the bank its drawn on and keeps the money in cash instead of a bank account which could be attached by the Court.

William Cecil Grace also sued me for, COULD YOU BELIEVE THIS, DEFIMATION OF CHARACTER!!! (see Superior Court No. CV005986)
It appears William Cecil Grace was very unhappy because I informed another neighbor of my being ripped off by William Cecil Grace. This neighbor had already signed up with William Cecil Grace and left a $500 deposit. The neighbor IMMEDIATELY cancelled the contract and demanded his deposit back. So William Cecil Grace waltzed into Court, and of course WAIVED ALL OF HIS FILING FEE'S FROM THE COURT BY CLAIMING TO BE INDIGENT, another lie thats being investigated, and filed another lawsuit against me.

Of course, I had that lawsuit dismissed and at this point, I am attempting to include William Cecil Graces' wife, who uses her maiden name, Nancy Kragl, since he places everything under her name as her seperate property. Its a bit complicated but I hope tp prevail very soon on this issue. Nancy Kragl reportedly is only a secretary but owns a $300,000 house in an affluent neighborhood along with other real property while William Cecil Grace lives in the same house and goes to work every day, looking for new victims.

We already have 6 victims of William Cecil Grace and would like to hear from more victims.
