Hidden Membership Fee

I requested a guide from DBS Publications to get a complete price of $7.33. After researching my banking account on line, I came across a $19.95 cost to my bill immediately and a different one month after. I instantly named the 800-number stated and unearthed that the cost was to get a "membership price". I required a reimbursement since I have did not sign up for account and was informed that the email was delivered with 3 times to react which since I have hadn't answered within that point shape the account charge couldn't be returned.
