Charged and received no book

I, also, was billed $19.95 to get a guide I requested in early July and also have yet to get. Subsequently, the organization charged another money to my consideration of $15.04 for who-understands-what. Therefore, I'm out $34.99, nor have any guide! Where could they be situated? The figures alongside the costs be seemingly telephone numbers but aren't.
