Phone line demanded my complete SS# to finish account setup

I just tried to get a PayPal account for eBay, and that went fine. I used a credit card. Now a message pops up saying I need to be verified. OK, I chose to get the PayPal credit card and filled out the total application, including the last 4 digits of my SS#. Another window comes up and says to call a number to finish.
I called the number and they wanted my complete SS# over the phone. I said no, and they said they cannot help me if I do not do this. I had to call another number to cancel PayPal, and that number told me to call another number, which said to call back Monday-Friday, etc. Why did they think I would give my SS# to a person on the phone in India or wherever? But now they have all my credit info.
Laws need to be made that the site must show and explain all the information you are going to be asked for before you are required to fill in the form. It is a lowlife information-mining ploy!
