Illegal fee for installing cable

When I moved to a semirural area in upstate NY in I inquired about T-W cable, and the co. Rep. Told me that it would cost me $3,200 to install the actual cable outside. I declined, and they called me back and said, how about $600? I said yes, and paid it. Then I got the triple play and paid $99 a month (it has increased every year and is now up to $137); my neighbor decided to get T-W and were quoted an installation fee of $2,600 to take the cable up to his house—I told him to hold out for $600, which he did. Obviously, the am'ts T-W charges are arbitrary and possibly illegal. Another neighbor recently got the cable extended to his house and paid nothing! Shouldn't the I and the second neighbor to install receive refunds of $600 each?
