Ripoff False Advertising Edit Individual Frames? Reston WA

I want to work on a home movie using special effects that will require editing individual frames. I was considering buying an expensive program to do it when I saw a program called "Simple Movie Maker" at Best Buy. On the box, it says the following: "Airbrush, crop, rotate, or change backgrounds of individual photos and frames." The key word is "frames, " because I've been looking for a program that would allow me to edit frames of movies without having to export them into a separate program, make changes, and then import them. The price was only $20, way cheaper than the $100-plus programs I've been considering, so I bought it.

When I tried the program, I found no mention of editing frames in the manual and no options for it, either. When I contacted the company, they told me there is no way to edit individual frames, despite what their advertising claims. You can only edit images, which isn't the same thing. This is a case of false advertising, plain and simple. I'll be getting a refund, and hopefully that won't be a rip-off either. It's a shame these people can't just sell their product as it is, instead of lying.
