Took my money, but NEVER filled the order

Inks Outlet.com took my money, but never filled or shipped the order. They drafted the money from my bank account immediately, but after almost 3 months, I still don't have any ink. I have repeatedly emailed them for a tracking number, but they will not give me one. I have asked for a phone number so that I can call and speak to a person, but they won't give me that either.
I am considering filing theft charges against this company. I can't afford to just throw away $60 dollars for ink that I don't receive.
