Solution Manual Seller Took $50 and Never Delivered

There is an ad online that says, "if you need a solution manual," send me an email. Here is how it looks: "2011 CCH FEDERAL TAXATION COMPREHENSIVE TOPICS SOLUTION MANUAL AND TEST BANK NEEDED FOR HOMEWORK & TEST HELP? Keywords: 2011 Federal Taxation Comprehensive Topics Solution Manual Test Bank homework test help. Last Date: 04-28."

When you send an email, the "seller" replies, "I can only accept payment via paypal to the following e-mail address: jairvin3@gmail.com. Once payment is received, I will promptly forward you all of the material."

You send the $50 payment and never hear from the seller again. You start a dispute through PayPal, and the seller says he had his Internet connection down and never talks to you again. There are tens of those ads online with the same name and email addresses for different solution manuals.
