Ripoff person cashed my check and never sent DVD's

I bid on some Mulan DVD's online at e-bay.com. I had them shipped to my sister Nichole's address in her name. My sister sent a check to the person the next day. The person has not sent the DVD's, nor refunded my money. I lost $42.

Her phone and e-mail do not work. I haven't received back the letters I sent her at her physical address, so I assume her address works, and she's just ignoring my letters.

She is no longer a seller at e-bay.com. I do not know why. I have filed reports with every place I could find with no success. I just want my money back!
