What kind of company is this, taking advantage of customers

I put an order on February 6th - never received the item. I delivered an inquiry on February 17th and was informed these were sorry the product could be sent February 19th. I still haven't obtained the item but my charge card was billed. There is a telephone number, but I've named many times and been informed to depart a note and also have a pleasant weekend on the Wednesday. No body replies the telephone with no you have answered to my mail. The item was requested for my mom who's in her 80is and on the fixed-income. What type of organization is that this, benefiting from clients?
