Ordered Computer which was supposidly a Pentium IV and it turnes up to be a Pentium II ripoff

My Step-Daughter, Rachel Harries Acc#xxx19225, ordered a IBM Computer from this Clearing House and I paid for it. When it arrived I noticed that it was a pentium II instead of a pentium IV processing unit. I paid 479.81 for the computer with also a $500.00 coupon so, the cost of the computer is now $979.81 plus a $25.00 holding cost. According to what I found out pentium II's are out of date and are hardly being used and to their knowlege cannot be sold as new ones. Also there was no information that we could find for the Centeral processing unit that gave the type or who to contact in case of things like this happening as there is no phone numbers for contacts to correct this problem. I would like some answers and learn what has happened to the computer we were to be getting and not a rip-off. I hope this can be resoulved.
