ILD Services, Inc. Setup Fee on Phone Bill Scam

On 3/29 I discovered a charge on my AT&T Phone bill from ILD Services Inc on behalf of Familycontact911.com for 15.95 State & Local Taxes. I know this is a service I did not sign up for. I called ILD Services using the phone number provided on the bill: (800-433-4518). They then redirected me to call another number as the company (FamilyContact911) in question handles their own disputes.
I then Called FamilyContact911.com at 877-269-8725 (m-f, 9-8 est) and questioned the charge. I was told I could cancel the service (which I did) and they "placed a block" on my phone number so it could not be signed up for again. I then told them they needed to refund the 15.95 setup fee. He (Chris?) said he could not do that, I would have to verify with my internet tech support that the IP address he gave me was the external IP address assigned to my account on the date and time he gave me. Apparently they are using an IP, Date, and Time as proof they I signed up for their service.
I then called AT&T tech support and explained the situation. The tech on the line indicated this is the second call already this morning about this situation she personally has handled. She checked the IP address given to me by FamilyContact911 and told me that it is NOT an IP address ever issued by AT&T.
The tech then transferred me to AT&T billing. The billing representative (Thank you Cindy) was very helpful and did a charge back to ILD, started an investigation ticket, and is sending me documents to fill out to further the investigation.
My next steps are to track down the parent company and request the FBI or FEC or whomever will listen to investigate them for fraud.
