Lied to and ripped off

I ordered how to trade on Ebay by phone. The girl I talked to said I would only be charged a 4.00 shipping and handling fee. I said all I wanted was this one CD she said absolutely only this one would be sent and charged. I have been charged 189.95 plus the 4.00 shipping fee and then told after three different calls that this is what I agreed to It is absolutely not, and I have since received another box which is going back. I have talked to Federal Trade Comission and am continuing.
