Ebay sales ripped off and scammed Internet

It all started when I was bidding on a laptop computer on Ebay (which I did not win) I recieved a email from
bob4459w@t-email.co.uk, saying that he had (2) brand new toshiba Portege R100 that he had brought of ebay, Romania Ebay?

And that he had seen that I was interested in a laptop on ebay & He would like to offer the second one to me, after a week of talking to his & a check of his transactions on Romania ebay ID.

Member8140532 He had 363 positives NO negitives. We had contact each day for about 10 day. Every think seamed fine.

I made arrangments to transfer money by Western Union, to HIM $700US which cost me $1162.70 AU and that was 20th May. I have not been able to make any contact with him at all.
