Withdrew $121.00 for Cigarettes Never sent the cigarettes or refunded our money

I ordered 10 cartons of cigarettes from Cheap-Discount-Cigarettes for $121.24. I never received the cigarettes. One week later our bank told us they had withdrew another $121.24. One week later they had withdrew another $121.24.
They have refunded the money for the 2 latest withdrawls. During this time span we incurred 2 overdrawn charges for those 2 withdrawls @$31 each. Now they say they don't have to refund the first $121.24 because we authorized them to withdraw it. My arguement is that they didn't refund the first $121.24 nor did they send ANY cigarettes. I feel that constitutes theft.
