Language learning CD - Language CD

I purchased a language CD from this company, what I received was a CD with some PDF files and some sound files and you have to open up the pdf files and try to match what is being said on the sound files to the pdf's. They are of extremely poor quality. They advertise that they are the software used by the state department for training their staff but I can't believe that a government agency would purchase such a useless CD, it is not even a program for learning, it is just pdf's and itune files, totally useless.
