Voice Mail Scam on Verizon Bill London England

Anyone can go to usprizedraw.com sign up and use a bogus phone number.in this case they used one my companies DID's. On October we starting receiving a monthly charge of $14.95 by ESBI on behalf of American E-Voice for a voice mail box. I found the charge on 6/16 and through a series of transfers got to Melissa from American E-Voice to canceled the service and gave me a cancelation number 6434626.

I have asked Verizon to block the account from 3rd party billing on 1-8 and they have informed me that they can't guarantee the block to work complete.

So who all victimized the company I work for:
1. Verizon for not blocking the account from 3rd party billing
2. ESBI for charging us for services we did not request and not providing a way to stop being billed by them for any service without contacting me directly. Only I have authorization on the Verizon Bill.
3. American e-voice for the actual bill and not providing a way to stop being billed on any of our 700 DID numbers.
