Stole money from my account

I went to a website, and entered information, but I never submitted the application, or approved any charges or memberships. My account was charged 17.97. When I called, they said they could cancel my membership (which I never agreed to in the first place).

I asked for a refund, and they said no. I asked to speak to a supervisor, and they said no. I repeatedly asked, and was finally placed on death hold. I am waiting on hold as we speak. Not sure how this is going to go.
