Adobe Photoshop Elements Rebate Ripoff

There is a $20 rebate for upgrading Photoshop Elements. I filled out the form and included everything as requested, including the box top tab labeled #1. I got a postcard a few weeks later telling me that the box top tab was missing, and that they cannot pay me the rebate. I called the toll-free number on the card, which only lets me talk to someone in India. They only repeat that the tab was missing and that I can send in a photo copy of the tab. Unfortunately I didn't copy that piece of the box. They refuse to accept my word or any alternative piece of the box, which I still have in my possession.
I have read of other incidents as mine.
