Opening account without identifing customer

I was buying a backhoe from a Paul Svenson through what I thought to be an Ebay Buisness Protection Program on the internet via computer and phone conversation, I was send all Ebay invoices from Ebay Security, and was directed to wire 9900.00 to Bank of America acct ;Mike Norton was the Ebay agent, the whole thing was a scam. These people took the money and I never recived a thing.

Paul Svenson and Mike Norton Cant be found because Bank Of America DID NOT get proper identification to open an account acording to Federal Law outlined in the USA Patriot Act's Customer Identification Program, and I feel like should be held accountable, not only for my 9900.00 but make sure they dont let things like this happen to somone else, these people for all I, or Bank of America know, may have some kind of terrist group or something.

After 9/11 The Patriot Act was put into place so terrists could not do buisness in USA anymore, With a financial instutation like Bank of America, they have a way to still do buisness here unless someone stops them and holds Bank of America accountable for there actions and are made to follow federal guidlines on opening accounts!!!
