Send a faulty item and refused to issue a refund

I bought a server who turned out to be faulty. I had to return it to the merchant and had pay for shipping myself. They issued an RMA, but they refused to send me the refund. They claimed they never received it after 4 weeks! This is while I sent them the UPS delivery receipt with the signature as proof.
