Ripoff consumer fraud ripoff

I purchased Maxtor Hard Drive from the SLC CompUSA on 3/5/03 and submitted for the $60 rebate. I tried to contact TCA Fulfillment Services but I get the buzy-signals and get transferd around. Finaly I went the the site http://www.wheresmyrebate.com and found the I had been denined for not including the 'Reciept'. I have not recived any responses any email to customerservice@wheresmyrebate.com

I have photo copies of everything sent in, and there is my 'Receipt'. And there is now way to 'resubmit.
