Will not refund my money or send it. They won't even reply to any of my e-mails. Shanghai Jiangsu Province

I had my friend send me only 20 dollars to my Paypal account. I wanted to send it to skype. Immediatly following, Paypal froze my account and denied any money to be sent to my skype account. I checked to see why my account was frozen and it says I need to provide them a credit card. I have been e-mailing them for nearly two weeks and they havent sent me a single reply as of yet. I do not have a credit card to provide them. My best option is to have them refund my friend and find another service to continue with this transaction but they will not refund nor respond to them. Since then, I have seen many people on the net getting scammed from Paypal and have seen countless ANTI paypal websites. If i had a credit card, I wouldn't dare give it to them after reading all the claims from everyone else. I wish there was a class action lawsuit against these thieves. I just want my money back but they will not send nor respond to anything. Therefore, my money is in limbo. Its only 20 dollars but there are millions of people just like me that they are gaining interest on. I am an American living in Shanghai and there is a Shanghai office so that is probably going to be my next step. I guess I will have a police officer go there with me and I will bring printouts of all the trouble. If anyone has any other advice, please let me know.
