Sent a Fake Cartier Sunglass to me and when the sunglass is sent back they are failing to refund my money or to send me an alternate glass of a different brand

Fraud done - I was sent with a Fake Sunglass of Cartier. I returned it because it was damaged and forged. They promised to refund my money or a different sunglass but have failed to do so. No response to my repeated e-mails or phone calls either to refund my money or an alternate sun glass. It's disheartening as even the paypal team also failed to help me. I had made the payment through paypal as this seller was registered through paypal.
