Received my $250 deposit to perform web work - never performed... Just lots of excuses then nothing

I hired this guy to perform updates to a website that I run. I ran a post on www.getafreelancer.com and he responded claimed that he could perform all items for the agreed price of $500 total. There were many other businesses/persons that requested the job, but most were from out of country and I thought it would be wise to shoose an American company.

I paid Chris $250 through PayPal (later tried to file a claim but was 5 days after the 45 day limit to file a claim (I was unaware of this time limit on a claim). He accepted the payment and claimed to begin work.

I was extremely patient with this guy - even after a month of no apparent progress on the site (he would respond to my emails always with an excuse as to why nothing had been done yet).

After about 2 1/2 months of nothing done, I was forced to hire another company (found one in India that did work very fast w / great communication). Chris does not return emails anymore and I have no phone number of mailing address for him.

I warn anybody from doing business with this person. He is not trustworthy and WILL STEAL YOUR MONEY.
