Fraud billing by US Mail a Federal Offense?

Received a threatening bill ($127.14) in the mail. I have never ordered snd never seen "Premium Web Content - Adult" though my son might have clicked on a pop-up box, not knowing that a new phone connection was being downloaded and dialed by Alyon.

Does anybody know if this phone connection is still on my son's hard drive? And if so, how can it be removed?
