Spotmau gave me the run around, didn't post purchase, won't refund my money

I contacted Spotmau about their product first and was told this was the product I needed..
I paid for access to the download PLUS a CD version that would be mailed to me.
I recieved my reciept and was directed to the download link, which did NOT work...
I emailed about this and was told ""OH that must be the old broken link, try this new one, but it is only good for 24hours""
I tried the new link and thought I had it but when I tried to rewrite the program to CD (which is in their instructions to do) it busted my CD rewriter..
I emailed again as I couldn't get my CD rewriter repaired within the 24 hours, so I just had to wait for the CD...
Almost a month later and more emails I still didn't have my CD.
I asked them why and they said it would take 7-12 days to arrive... When I explained I paid for it 28 days ago, could they track the date it was sent so I could try and find it I got no reply... So I asked for my 30day money back gaurantee...
I informed them I was going to Internet Fraud and making a complaint.
They said I would get a quick refund as soon as I provided the receipt number which I sent immediately...
I heard nothing from them for a week so I emailed again threatening to report them...
They emailed me back telling me how great their product was and how if I wanted a refund that was not a problem... This is the third time they have promised me a refund.
It has been over a month of battling and continual emails, I have no product, no CD and no refund...
I emailed them a few minutes ago again asking for my refund and letting them know I was making this rebuttal... Here's hoping that before I go to the Authorities they see this and refund my money and do NOT try this on some over person...
