Charged for services that have been blocked from my phone line con artist fake rip-off

I have been charged for long distance overseas internet access when I have a block on my phone for long distance overseas privilages. Thus I do not feel I have to pay for these services.

Plus, I have been threatened with being sent to a collection agency if I do not pay these charges. This is what I consider black mail and fraud. Please respond.
