Tacked on charges

This company, SBO, added charges to our phone bill in the amount of 15.25. They say we received an e-mail confirming that my husband signed up for their services.
To our knowledge, this is not the case. Neither of us recieved the mail, nor signed up for their services.
When my husband contacted them, they said they could not credit us for this charge.
When i subsequently called them; they said it would be refunded within 48 hours. At this time i don't know if that will happen. The fact that the phone company allows anyone to tack fees on my bill is a whole different story that displeases me.
We now have a block on our bill so this will not happen again.
