Took money for background check, didn't deliver it

Hello. I ordered a background check on an individual, using Social Security number, and submitted the form online. Immediately a box popped up telling me the report would be e-mailed to me, which I found suspicious. A few hours later, my credit card was charged $59.99, but the report wasn't sent. I have sent two e-mails requesting the report and called the phone numbers, most of which are disconnected. The one that works is a tape recording that sends people to the Web site www.lostpeople.com and tells you to order online.

I have now waited four days and still don't have my report, yet my credit card has been charged.
