Sales team knowingly withheld pertinent information from me about daily download/upload limits fairaccess policy

Hughesnet sales department withheld strategic information from me when I contacted them for internet service for my cafe customers. They told me that I would be able to have up to 20 customers on at a time with fast speed. The installer also supported their lie when he installed the equipment.
After one afternoon of ONE PERSON using the internet, the speed went to slower than dial-up speed. TECH SUPPORT explained the "FAIR ACCESS" policy which the FCC imposes on direct sattelite access. They also explained that our speed would not improve for 24 hours because of the usage limitations. This daily limitation was a huge surprise, especially due to the fact that I had explained to the sales department when I signed up that I wanted to offer free internet to my customers.
Customer Care doesn't have the clout to reverse the charges. There answer is that my credit card is to be billed the $400.00 and after I send the equipment back, they will credit me with $200.00 but won't credit me the installation charges of $200.00, even though their sales team lied to me. They have a return instruction leaflet already printed which they send out, which shows they deal with this on a more-than-regular-basis. So... I am out $200.00 plus $60.00 for shipping, plus my gas to get down valley to UPS it, plus the fee to hire someome to take the dang unit off the roof for me.
They give you NO recourse for their sales departments fraudulent tactics.
This constitutes a premitated SCAM.
They are making money hand over fist with this rip off.
