After paying 75% of total cost (received receipt for) for the creation of my website, I was given an initial estimated completion date of two weeks. It has now been almost 6 months, the original person I spoke to has now departed (citing poor business practices on behalf of owner.)

I have asked for my money back and the owner / designer Jimmy Hernandez has promised my completed site several times since then, citing personal reasons for the delay. He is non responsive to phone calls or emails, his number recently changed, and as of today his website is down.
