Dishonest billing with out permission from client

I tried to set up my web page with ipower, they were suposed to transfer my domain, and was not able to set up my page. I gave up but have getting billed every year $95.40. I was under the impression that the fee was to keep my dommain active. What actualy happened was I was being billed for the e-mail address the they assigned for me. When I called and inquired this guy told me that that was my stupidity for not ask what the charge was for.
