Put popup advert on my compute

After cruising the internet a few nights ago, a popup advert appeared on my computer. The advert was in the form of a security system warning that my computer was infected with a system threat. The warning appeared to be from my own system or microsoft, but I knew it was not from my antivirus program. I closed the warning message & it came back again in about 5 minutes. This kept repeating each time that I closed it.
When I clicked on the line to remove the supposed spyware, it took my to the PC-Antispyware website. They were offering their software for $39.95 to remove computer theats which they said they had found on my compute. This was all unsolicited by me. So I wrote an e-mail to PC-Antispyware asking them to remove their popup advert (that was still reoccurring on my computer). They e-mailed me that their product was advertised by a number of third party vendors and that they had no control over the popup advert on my computer.
So I am still trying to remove their unsolicited and fraudulent popup advert that is reoccurring on my computer. Seems that there should be a law against someone putting a advert/warning on someone else's computer, then offering to sell you their software to remove it.
