Web cam that I bought from them doesn't install

On March 3 I bought a web cam that was advertised on e-bay from Neoteric Solutions, Inc. I paid $12.99 total for it. This was 5.22 for the web cam and 7.77 S & H. I received the web cam on Mar 11. When I have tried several times to install it on my computer, which has Windows XP, it will not install, and so it is completely useless to me. I have sent two messages to NSI about this, one on Mar 11 and one on Mar 13, but so far have not received any reply. I have also sent a message to e-bay and asked for the phone number or other contact information for NSI, but have not received a reply from e-bay either. I did check my paypal account and a payment of 12.99 was made to NSI on March 3.
I would like eiher a complete refund, including the S & H or I would like for someone at NSI to tell me how to make this web cam work.
