With no intension to ship full order processed full payment

On March 2 I received a shipment from BuyAdobeAcorbat.com. I had ordered three copies of the software. The package only contained one copy of the software. I immediately email them to find out when the rest will be coming. For two weeks now he keeps telling me they are coming and his last email now says "refund you your remaining two copies in a little while."

Is this Scott Goodman allowed to use my money for "a little while"? What a total prick attitude.

I strongly recommend that you do not trust this company to complete an order, their obviously only interested in using your money for as long as they want.

The payment was made through PayPal who I have filed a disbute with but they give the guy 20 days to just respond to an email, Not much help.
