Sold laptop on eBay, never deliver it - $1,700 ripoff!

I won an auction on eBay from Rexsales for an Apple MacBook Pro. I paid $1,695.66 via Paypal on January 16th. The seller bought a shipping label at Paypal but never shipped the item. I repeated tried to reach out to him but he would not return email inquiries. I disputed the sale at Paypal but they believed that buying a shipping label was proof of shipment. I was able to get them to finally understand but by then it was too late. They refunded only $200.00 of my money.
I am now out almost $1,500.in searching on eBay, he has done this to two other people as well. All I want is my money refunded. I am interested in suing this guy.
