Bought an item that I never received. Company refuses to give a refund. Connecticut

I bought a 'Complete Guide to Business Brokerage' book from Businessbookpress on 05 September. I paid $140 for the book excluding shipping and handling. As you can imagine, I never received the package. The seller claims that the item was send via UPS.

I checked numerously with our Post Office here in South Africa but it emerged that the parcel never entered the destination country. I have written countless emails to the seller requesting that the parcel be traced but I hit a brick wall everytime.

All I got from the seller was that there is nothing they can do once the package lives the country of origin. My argument has been that the package has never entered my country so from my side there really isn't much that I can do.

It is now almost five months of fighting with the seller without making any progress. The seller got paid in advance so to be honest they really don't give a damn about whether or not I got what I paid for.

My local post office has been very helpfull in assisting me try locate this parcel, but without the help of the seller, they haven't been able to make any visible progress.
